The updates below are those activities which have been

COUNCIL SERVICES AND PROPERTY

 

TOWN HALL

Basement brought back into use

Discussions with planning authority held, not much progress at this time

Queens Plaque for Town Hall

Completed

Pictures of Mayors for Council Chamber

A lot have been completed, still some more to complete & research is cont.

Pictures cleaning in Assembly Room

Trial clean completed, remainder to be cleaned during the summer months

Heritage External Works to Town Hall

Works ready to start on 6th June for 12 weeks.

Courtroom Alternative uses

Planning authority has agreed alterations to Courtroom, possible use identified, report to be considered by Full Council in June.

Heating system for Town Hall

Being investigated

Polishing of floor to Corn Exchange

Some work done, quotes for proper resurfacing being sought.

New Town Flag edged for protection

New flags ordered.

Picture and name plate for Town Clerks

Being put in place, good pictures being sought.

Weddings in the Town Hall

Being applied for at start of new Financial Year and a package is being put together for interested parties

Table and chair replacement programme

Estimates being gained before order placed

Sunday letting to Baptist Church

Letting approved and to start shortly.

 

 

MARKETS

Market signage for Town Hall

Planning application refused, existing signage in place until a way forward can be found.

Railway in Market backdrop & repair

Designs agreed, trains being sorted and backdrop to be completed over coming weeks.

 

 

TOURIST INFORMATION CENTRE

Diaries and address books for Welshpool

Investigations show that there is not a market for these as so many other local organisations are already selling such items.

ARMOURY RECREATION CENTRE

Completed, proposal to be ready for June meetings.

 

 

MAES Y DRE RECREATION GROUNDS

Garage provision for storage

Planning consent granted. On hold at present.

Lease of Rugby Pitch to Rugby Club

In solicitors hands, hold up due to Rugby Cub Trustees to be appointed.

QEII playing field scheme for open spaces and play areas protection

Registration completed, solicitors instructed and completion due soon.

Hedge damage (Playground/footpath area)

Fencing quotes being sought.

Old Tennis Courts Car Park

Quote for repairing pot holes being sought for the Council Services Committee to consider in June.

Damage to fence by Paul Willaims

Court order for his arrest now in place.

 

BROOKFIELD ROAD RECREATION GROUNDS

Brookfield Road Play Areas

Plans received, meeting with planning authority held, consultation now to take place with schools and public.

 

LITTLE HENFAES LANE PLAYGROUND

Sewage overfloor in manhold in play area

Completed.

 

OLDFORD PLAY AREA

Phase IV Oldford play provision

The play area in the centre of Oldford is to be a planted area.  Grants are being applied for by Communities First to cover some play equipment for fitness on the grassed area by the proposed phase IV housing.  Planning application for housing development and open space now received and commented upon to Powys County Council

Centralisation of CCTV system

Work started.  Courtroom is to be initial location, new camera at Puzzle Square, relocation of Oldford Camera, replacement of camera by Co-op and rewiring.

Artist booked, advertising taking place.

Street parties

Support to be offered via the press to individual street parties. Sainsbury’s providing cakes.

Triathlon along Canal side

Support for this event in Welshpool to be given by Town Council, arrangements all in place.

Mayors Parade & Community Awards

Band booked, community arranged.  Also a special award has also been arranged.

Powis Castle Jubilee event

Meeting with Powis Castle to finalise arrangements held and all in place.

Beacon celebration for Jubilee

Beacon arrangements in place, private event to avoid parking and residents problems.

Jubilee and Olympic booklet

Completed.

Air Show/Transport Festival

All arrangements now in place.

Plains Rally in Berriew Street car park

Arrangements in place.

Mid Wales Tourism Advertising

Completed.

Beating the Bounds

Web site design complete, information being transferred before official launch.  Delayed due to elections.

Winter Festival

Planning now in place.

Carnival

Carnival Committee is to be separate without Council insurances. Item completed.

Help For Hero’s

The are now insuring their own event.

 

FINANCE, MONITORING AND STRATEGY

Pension Scheme provision cost

To be discussed at the Strategy Group. Currently paying a higher rate to stop increase in liability.

Open spaces takeover form PCC

Solicitors instructed following Council decision to take over the lands on lease.

Art project for Town Centre

A meeting with PCC including Owen Bass and the Town Clerk to take project forward held.  Extra funding being sought. School involvement in design work to start in June.

Charter with Powys County Council

Town Clerk chasing PCC for progress with little success. Suggest North Wales Association asked to help.

Strategy plan

Prepared and ready for approval by the Full Council in June. Papers issued.

Public toilet provision

Papers issued.

Town Twinning with Lure France

Town Clerk investigating with results being available for the June meeting cycle.

 

 

Sculpture park for Outer Park

On hold at present

Waterloo Rovers toilet provision

Item on hold at present. Request to help with VAT will need to be declined.

Country Park at the Flash

Investigations completed, access being arranged for pedestrians from the Flash.

Agreement for lease being put in place.

Allotment Provision

Policy is to support provision, Burgesses Land site can now be brought forward.

Also County now aiding the Maes y Dre site.

Alcohol ban in Town Centre

Discussions with police to finalise the next stage to be held, survey now needed to support final report.  Meeting with Police can now take this forward.

Credit Card machine for office

Consideration needs to be given to a machine for the office for payments.

Motte and Bailey Scheme

County Council changed position. Awaiting a proposal from them.

 

PLANNING, DEVELOPMENT & ENVIRONMENT

Charity Shop Issue

WAG carrying out rating review, result awaited

TAN8 objection

WAG presentation completed. Awaiting for pylon line details, objections to all planning applications related to TAN 8 continuing.

PCC has objected to a sec 36 notice on two sites which provokes a public inquiry. However, TAN8 is still in place and still needs to be reviewed.

Community Benefit Planning

Town Clerk chasing PCC for progress with little success.  North Wales Association could be asked for help.

One Way System Review

Town Council requests submitted to PCC, review result awaited.  Some more signage and alterations taking place, promised to be there before Easter.  Council to review Town Plan after consultation in June and July. Full Council discussing their position on 25th April 2012.

Ponding at Jehu Road

Works completed.

Signage to Lorry and Coach parking Church Street Car Park

Town Clerk has approached PCC. Awaiting response.

Local Development Plan Consultation

Town Council suggested plan completed.  Responses given at each stage.

Town Plan revision

To be completed with PCC in the summer.

Green Dragon planning appeal

Appeal letter of support for the scheme submitted.

LDP Strategy document consultation

Letter sent to Powys County Council setting out the Council’s reponses.

 

ENVIRONMENT

Path by Westwood in Salop Road

Barrier requested for safety, barrier arrived but there are legal problems which PCC is addressing

Welcome to Welshpool Sign damage

Sign hit by car, now located at PCC depot. One post is fine, a new post and sign is needed.  Order of new sign in place.

Railway Bridge (main line) refurbishment

Works funding agreed, timescale confirmed.  However still no sign of progress.

Yellow Lines Review for Welshpool

This has been put on hold until the One Way System review has taken place.

Parking Permit Scheme for Welshpool

PCC is investigating a scheme, timescale unknown.   Being chased up again.

More doggy and litter bins in key places

Some have been put in place.  Further bin asked for in Borfa Green.

Hourly train service provision

Provision in WAG transport policy but not likely to be in place for at least 12 months and maybe 3 years.

Pool Quay traffic issues

To be followed up when time permits, however there is a 50mph limit already.

The Belan traffic issues

Report sent to AM, signage promised (however promises before came to nothing) by WAG

Waiting issues around Magistrates Court

Letter sent to Magistrates Court who are now monitoring the situation. To be reviewed again in Summer.

Safer cycle routes for Welshpool

Plan prepared no money at PCC for cycle routes plan. Discussion to take place with PCC to try and take this forward.

Puzzle Square holes in paviours

Owner informed and asked to repair. PCC has been informed.

 

ARCHIVES AND DOCUMENTS (ADVISORY COMMITTEE)

Copying taking place, agreements to be put in place before depositing documents to PCC

Town regalia (chains) refurbishment

Deputy Mayoral Chain completed.

Decision on other chains to be made.

Tryptic Painting

Meeting with Roger Brown held, Museum of Wales now contacted to take this item forward.
