MINUTES

Of a meeting held on Wednesday 28th September 2011 at 6pm

in the Assembly Room Town Hall Welshpool

 

Committee

Cllr E Bleivas,  Cllr G Cross, Cllr A Crowe, Cllr H Evans, Cllr P Humphreys, Cllr S Kaye, Cllr J Meredith, Cllr Dr J Morgan, Cllr S Squibb and Cllr T Squibb.

 

Remit

All matters relating to planning, development, highways, planning applications, notices, regeneration, Motte and Bailey and the Town Centre.

 

Authority

To deal with the above without further reference to the Full Council except where the scheme is of a larger or sensitive nature.

 

Present:

Cllr J Meredith (Chair), Cllr E Bleivas,  Cllr G Cross, Cllr A Crowe, Cllr H Evans, Cllr P Humphreys,  Cllr Dr J Morgan and  Cllr S Squibb.

 

 

1.         Apologies for absence.

There were apologies for absence from Cllr S Kaye and Cllr T Squibb.

 

2.         Minutes of the last meeting

The minutes of the last meeting were accepted as a correct record.

 

3.        Planning decisions

There were no planning decisions.

 

4.         Planning applications

 

P2011 0881       61 Bron y Buckley

Erection of 2 single storey extensions and alterations.

            The Committee SUPPORTS this application.,

 

5.       Motte and Bailey project

The Town Clerk reported on progress, the site had been cleared and the initial plans from the Architect are expected this week.

 

6.       Wind Farms, Pylons, Hubs and Transport

A short discussion took place in advance of the Full Council debate later in the evening.

 

7.       One Way System

The Committee was given an update on the meeting with the Highways Engineers.

A comment was made that there was no Powis Castle sign at the Cross from the Church Street direction.

A comment was also made that a sign was needed to Maes y Dre (however it was pointed out that the sign exists already in Severn Street).

The Town Clerk reported on letters received, in the last two weeks these letters have been from the elderly supporting in general the system.

An example was read out to the meeting.

 

8.      Cumberland Place

The Committee considered the application by the Polish Food Shop (taking Grahams Fabrics) to be able to sell alcohol up to 11pm in the evening.

The Committee RESOLVED to strongly object to the proposed licence on the following grounds:

        a)    Another outlet will not help the Town's alcohol related problems in the Town Centre.

        b)    Puzzle Square and Cumberland Place already have safety issues and alcohol related problems.

        c)    There are other outlets already open till 11pm selling alcohol in the Town Centre.
