MINUTES

Of a meeting held on Wednesday 27th July 2011 at 6pm

in the Assembly Room Town Hall Welshpool

2. Minutes of the last meeting.

The minutes of the last meeting were accepted as a correct record.

 

3. Planning applications

 

P2011 0734 49 Gungrog Road

Two storey extension to rear and side of property.

The Committee SUPPORTS  this application.

 

4. Wind Farms, overhead cables and sub station update

The overall plan has been prepared and clarification on what is possible and what is not has been researched.  The working party is to meet again in August 2011 with a full report to be available for the Council meeting in August.

The North Wales Association resolved on 15th July to support the stance by Welshpool Town Council.

 

5. Touch Screens for Town Centre

The touch screens for the TIC and the Town Hall can now proceed.

The touch screen for Tesco has been agreed in principle.

The Planning Department at PCC has agreed that some of the money can be spent on the updating of the maps around town which form the information points in place at this time.

 

 6.  One Way System

A very good discussion took place with a shop keeping town who explained the trader’s situation with regard to the effects of the one way system.
The only problem this person saw was the caravan traffic that normally stops.
The signs to car parks where they can park are not clear and the car parks are not marked out for them.

The Committee suggests that car park signing is put clearly as follows:

At the roundabout by the Old Station giving car park directions up Smithfield Road to the Tesco and Church Street car parks.

A note on the car park signs to the Berriew Street car park signing places for caravans and motor homes.

            Marking out of some spaces for them in the Berriew Street car park.

There were also suggestions for extra sign markings as follows:

            Dolgellau sign by the Spar to be replaced (this has been asked for)

            BR sign on Salop Road signs.

            H sign off Salop Road

 

7.  Phase II Town Centre Developments

The Town Council has been passed the proposed drawings for an application to be made by J Ross Developments on the Church Street Car Park (phase II).

The plans were copied and circulated to members who passed the following preliminary comments.

            The bus station should form part of this development

            Extra car parking by the TIC and other land should be incorporated

            The access from the proposal to bridge (WLLR) should be improved.

            The Town Council supports the principle of development which is in

 line with the Town Council Town Centre Plan.

            Coach bays along the new road should be accommodated.

 

The proposals are in line with the Town Council policy on what it would like to see as outlined in their Town Plan.

A full response can be given as and when the statutory consultation takes place during the planning application process.

 

8.  Consultation on pre planning advice

The paper on pre planning advice (consultation by WAG) was approved with a copy attached to these minutes.

 

9.  Marston’s Site Mill Lane

A meeting with Andres Paddeson together with the Mayor, Deputy Mayor and Town Clerk did take place.  An outline of the discussions that took place at the meeting was given.

It is hoped that the Marston’s site proceed as soon as possible.

 

10.  Puzzle Square

The subject of Puzzle Square is to be put on the next Planning agenda.
