Cllr E Bleivas, Cllr G Cross, Cllr A Crowe, Cllr H Evans, Cllr P Humphreys, Cllr S Kaye, Cllr J Meredith, Cllr Dr J Morgan, Cllr S Squibb and Cllr T Squibb.
Remit
All matters relating to planning, development, highways, planning applications, notices, regeneration, Motte and Bailey and the Town Centre.
Authority
To deal with the above without further reference to the Full Council except where the scheme is of a larger or sensitive nature.

1. Apologies for absence
Apologies were received from Cllr P Humphreys
2. Minutes of the last meeting.
The minutes of the last meeting were accepted as a correct record.
3. General Planning Matters
Town Centre update
An update was given on the Town Centre progress. The one way system is now due within a few weeks and a copy of the implementation plan has been approved. A copy was supplied to the Chair.
Hall Street was a concern over its use since the closure and this is being addressed.
The Marston’s Application has been submitted.
Planning Decisions
The Chair read out three planning decisions to the meeting.
4. Planning applications
P2010 1462 Petrol Filing Station at the new Shopping Scheme
Reserved matters application for the design and external appearance of the Petrol Filling Station.
The Committee SUPPORTS this application.
P2010 1476 Welshpool Cricket and Rugby Club
Erection of a storage building.
The Committee can not comment as it has an interest in the application.
P2011 0032 31 High Street (Andrews Fish and Chip Shop)
Installation of a ground floor shop window to the Jehu Road frontage.
The Committee SUPPORTS this application particularly as it gives a better frontage to Jehu Road instead of a ‘dead’ wall.
P2011 0031 Welshpool County Court Severn Street
(Listed Building Consent)
External and internal alterations to the building.
The Committee GENERALLY SUPPORTS this application but would make the following observations:
1. There is no provision within any alterations to solve the problem of people going to court standing outside the building on the pavement smoking and blocking the pavement.
2. The idea of cubicles is not friendly to those who use them.
5. Local Development Plan
The Town Clerk updated the meeting on his discussion with Mike Lloyd of PCC and also with various land owners around the town.
There will be an engagement meeting for the public later in March.
Welshpool Projects are also engaging with the business community to aid the plan.
The date for the Pool Quay meeting had been set, the Belan meeting is yet to be put in place.
6. Newtown Bypass
A letter had been received by Cllr R George seeking support for sorting out Newtown’s traffic problems. The letter is to be acknowledged and a letter of support sent to the Mayor of Newtown Town Council.
