PLANNING AND DEVELOPMENT COMMITTEE

Committee Membership

Cllr E Bleivas, Cllr G Cross, Cllr A Crowe, Cllr H Evans, Cllr P Humphreys, Cllr S Kaye, Cllr J Meredith, Cllr Dr J Morgan, Cllr S Squibb and Cllr T Squibb.

Remit

All matters relating to planning, development, highways, planning applications, notices, regeneration, Motte and Bailey and the Town Centre.

Authority

To deal with the above without further reference to the Full Council except where the scheme is of a larger or sensitive nature.

Present were

Cllr J Meredith (Chair), Cllr E Bleivas, Cllr A Crowe, Cllr H Evans, Cllr P Humphreys, Cllr S Kaye, Cllr J Meredith, Cllr Dr J Morgan, Cllr S Squibb and Cllr T Squibb.

1. Apologies for absence.

Apologies for absence were received from Cllr G Cross.

2. Minutes of the last meeting.

The minutes of the last meeting were accepted as a correct record.

3. General matters:

Planning decisions

There were no planning decisions.

Town Centre Plan progress

The Town Clerk updated the Committee on progress with the Tesco Scheme and One Way System. It had also been confirmed earlier that day that Halfords, Peacocks and Argos were due to come alongside Tesco.

4. Planning applications:

P2010 0855 Pwll y Glo y Spin Lane Welshpool

Erection of two agricultural buildings and construction of a stone track.

The Committee SUPPORTS this application.

P2010 0866 5 Old Tavern Lane Mount Street

Certificate of lawfulness for an existing use (a dwelling)

The Committee SUPPORTS this application.

P2010 0354 Old Livestock Market (Tesco Site)

Touch Screen Displays at the new shopping centre.

The Committee approved that a meeting be arranged to decide upon the information to be included on the touch screen displays at which the following shall be present:

Mr Jackson Powys County Council.

County Councillors: Cllr A Holloway, Cllr F Jump and Cllr P Pritchard.

Town Councillors: Cllr J Meredith, Cllr S Squibb and Cllr E Bleivas.

Robert Robinson Town Clerk.

P2010 0868 Wipack Unit 3 Buttington Cross

Variation of conditions 2,6,7 and 8 (sec 73 certificate) of a consent granted-

Reduced size of building no longer requiring Breeamn Assessment.

The Committee SUPPORTS this application.

Lower Leighton Farm

The Committee was made aware of the scheme for a 1000 battery cow farm.

After much discussion the Committee RESOLVED not to object to the application. Some members of the Committee supported the application on the basis that it was modern farming and that the scheme would only be an extension of the existing operation. There were also some Councillors who were against the scheme and also against this method of farming.

However, the Committee wished to record some concerns which were:

Location next to a school

The location of such a unit next to a school appears to be inappropriate. The school location is not mentioned in the Non Technical Report.

Smells from the operation

The smells from such an operation would be unacceptable in this location.

The votes cast by the Committee were:

5 votes cast for ‘not objecting to the application’.

4 votes cast for ‘objecting to the application’.

5. Welshpool Community Plan

(Welshpool - going into the future with pride)

The Town Clerk updated the Committee on progress, responses are coming in well.

6. Tirgwynt Planning Application:

The letter circulated with the agenda was approved to be sent regarding the Planning Meeting which approved the Tirgwynt Planning Application.
