Remit
All matters relating to planning, development, highways, planning applications, notices, regeneration, Motte and Bailey and the Town Centre.
Authority
To deal with the above without further reference to the Full Council except where the scheme is of a larger or sensitive nature.

2. Minutes of the last meeting.
The minutes of the last meeting were accepted as a correct record.
3. General Planning Matters
Town Centre update
The Town Clerk updated the meeting on the one way system and Town Centre Developments. A meeting to agree the resurfacing work programme is programmed for 9am tomorrow. Since Monday morning the one way system has worked well. Mill Lane opens on Friday.
Planning Decisions
The Chair read out 3 planning decisions.
4. Planning applications
P2011 0085 Land at Golfa Farm Golfa
The erection of a 24,000 bird free range egg production unit with association feeding bins, installation of drainage and improvements to access.
The Committee SUPPORTS this application.
P2011 0095 The Hermitage
Roof alterations to accommodate new extension along with installation of dormer window and roof lights and associated works.
The Committee SUPPORTS this application.
P2011 0114 The Hermitage
Section 73 application to vary conditions to design details attached to planning consent 2009/1284.
The Committee SUPPORTS this application.
P2011 0127 Mill Lane Sheep Pens Site
Erection of a public house/restaurant together with access roads and car parking.
The Committee SUPPORTS this application on the basis that the proposal is in line with the Welshpool Town Council Town Centre Plan.
The support is subject to a number of concerns which need to be addressed:
Restrictions on loading and opening times so as not to disturb residents.
Restrictions on noise levels from Air Conditioning units and the storage yard.
No provision for a public footpath should be included behind the properties adjacent to the site.
Allowance should be made for Vehicle access should be provided to the properties at the rear along Lambert Road where they have an existing access.
The Town Clerk will also follow up other matters such as the fate of the hedge along the Canal at the other end of the site and the flood walls issues.

Installation of plant and associated works.

Alteration to a vehicle access including alteration to a boundary wall and provision of car spaces.

P2011 0143 First Lodge Llanerchyddol Lodge Raven Square
Application for listed building consent for erection of a park railing fence 1.2m high to perimeter, re-erect stone carving of coat of arms above 1st floor window together with erection of stone pillars, stone posts, lights, lodge gates and iron railing to front entrance.
The Committee SUPPORTS this application.

5. Local Development Plan
A short update was given on the progress being made on the LDP.
6. Withy Beds (Change of Name)
The Committee resolved no to support any change of name.
There is a Welsh spelling for Withy Beds.
The Police support not changing the name.
The Council are the elected representatives and not the officers of PCC.
7. Old Tavern Lane (Leading to the Courtyard)
The Council approved the additional signage proposed by PCC. (Leading to the Courtyard).
