Planning and Development Committee

of a meeting held on Wednesday 13th January 2010 at 6.15pm

in the Assembly Room of the Town Hall

Committee membership:

  1. Apologies for absence.

Apologies were received from Cllr Dr J Morgan.

 

  1. Minutes of the last meeting.

The minutes of the meeting of 9th December were accepted as a correct record.

 

3.     Matters arising:

 

A)    Charity Shops update   

Nothing further to report due to Christmas break.

B)    Planning decisions

There were no planning decisions.

C)    Oldford Estate land                  

An update was given by Cllr P Pritchard.  Draft plans are being prepared by the owners and will be given to the Town Council for comment soon.

D)    Update on Town Centre Plan - road system in particular

The Town Clerk updated the meeting on the Town Centre plan progress with particular regard to the one way system and phase II. 

The subject of the traffic light phasing at The Cross was raised, the Town Clerk will seek single road working systems into the lights when he meets with the developers.

The Town Council will need to be involved in any implementation scheme.

The matter of a pelican crossing at the Old Station is to be raised with the developers as well.

The Town Clerk also informed the meeting of the Mount Street proposals.

 

4.  Planning Applications:

 

     P2009 -  1282           Tourist Information Centre

     An application for 4 flag poles.

   The Town Council can not comment as the application was made by the Council.

           

    P2009 -  1289            HSBC Broad Street (Listed building consent)

    New signage and internal alternations.

    The Committee SUPPORTS this application.

 

    P2009 1284               The Hermitage Residential Care Home

    Part demolition, removal of steps and ramp, extension and internal alterations.

    The Committee SUPPORTS this application.

 

    P2009 1293   Pheonix House Little Henfaes Lane

    Variation of condition no 2 to planning consent in order to allow design changes.

    The Committee SUPPORTS this application.

 

    P2009 1316               Brandon Lea Westwood Park

    Erection of a single storey extension.

    The Committee SUPPORTS this application.

 

    P2009 1313               Low Haven Guilsfield Road (retrospective)

    Erection of a garage/kennel and woodstore.

    The Committee SUPPORTS this application.

 

    P20091321                35 High Street

    Conversion of bakery into 5 flats and erection of a two storey residential flat with car  

 parking.  The Committee welcomed Mr O’Connor who was invited to talk to the  

 Committee about the scheme proposals.

    The Committee SUPPORTS this application.

 

    P2009 1333  Camles Vets Practice Waterloo Place

    Siting of portable building.

    The Committee SUPPORTS this application.

 

5.   Local Development Plan

     The Town Clerk updated the Council on the local plan process, more news will be  

     available once he has met with Nick Smith in the next week.

     There is a notification of a proposed change to the Unitary Development Plan, however

     these changes do not affect Welshpool.

 

6.         Wind Farm Developments

            Carno planning application consultation

The Committee considered the above application and attached letter is to be sent with the Committees objections to what is seen as the ‘most ridiculous’ proposal yet.

           

Wind Farm Developments

The Town Clerk updated the Committee on the current overall Wind Farm situation.

 

7.   Projects:

            Motte Bailey update

            No further news until the Town Clerk has met with Nick Smith of PCC next week.

 

            Re Lion Passage Severn Street update

The Town Clerk has been informed that agreement on how to proceed has been reached between the planners and the owners.

 

            Puzzle Square

            No further news until the Town Clerk has met with Nick Smith of PCC next week.

 

            Bakery Union Street/Church Street

Progress is being made with regard to the clearing of the conditions to allow this scheme to proceed.  The Town Clerk is to remain involved until things are cleared.

 

            Travis Perkins Site

The Committee was asked to consider parameters for development of this site by Tom Till of Powis Estates. After discussion the following was agreed:

 

a)     Any scheme must retain the listed cottages.

b)    Some form of canal side use for part of the site is desirable.

c)     No real comment on uses but building design needs to reflect the character of the surrounding area.

 

8. Cobbles at 10 High Street and the passage by Andrews Fish Bar

            The Town Clerk is to arrange for the Committee to meet with Debbie Lewis.

 

9. Buttington site (pre application consultation)

The Committee considered a plan showing A3 uses and a Hotel on the land at the entrance to the industrial estate.

            The Committee made the following comments:

 

a)             The Town Plan for Welshpool is seeking to have a hotel within Phase II and would not like to see another until this had been built and settled.

b)            The idea of A3 uses not in the Town Centre is not acceptable.

c)             A1 uses on this site would also be resisted.

d)            B1 to B4 uses would be acceptable on this site.

 

10. North Powys Town and Community Council Forum

The Town Clerk confirmed that the forum meets on Friday at 11am in the Council Chamber.

 

11. Road surfacing at Pool Quay

The resurfacing order was read out; works will last for 3 days not long after 19th January.

 

12. Affordable Housing Policy

The Town Clerk updated the Committee on the PCC housing policy of 5,000 more new homes in Montgomeryshire.  Approx 1,075 of them are destined for Welshpool and surrounding areas.  The Town Clerk has met the enabling officer and will report back to the Committee when more is known.
