Planning and Development Committee
Of a meeting held on Wednesday 10th March 2010 at 6.15pm
in the Assembly Room of the Town Hall
Committee membership:
Cllr J Meredith (Chair), Cllr S Kaye (Vice Chair), Cllr E Bleivas, Cllr J Corfield, Cllr A Crowe, Cllr H Evans, Cllr Dr J Morgan, Cllr P Humphreys, Cllr S Squibb and Cllr T Squibb.

2. Minutes of the last meeting.
The minutes of the last meeting were accepted as a correct record.
3. Matters arising:
Planning decisions
There were no planning decisions for this meeting.
A letter from West Coast Energy was read out to the meeting which thanked the Council for its fair presentation of their application for wind farms.
One Way System
The Committee was updated on the one way system. Preliminary works had started with the Moorings now demolished. The signage had been agreed but to date no plan has actually be seen. The Town Clerk is to gain a copy with all speed.
Town Centre Planning
The Town Centre progress was outlined by the Town Clerk with Tesco due to open in September and the one way system finished by Mid Summer. The phase II plans are the subject of discussion at a meeting with J Ross on the 12th March 2010.
Community Planning Partnerships & LDP
The UDP has now reached adoption stage and therefore the LDP’s can start soon.
The Town Council’s own plan needs to be updated and has been held back so as to no impede the LDP process. However, the Town Council plan does need to move forward and therefore the Town Clerk will speak to Nick Smith about timing.
Oldford Phase IV
The plans for the Phase IV scheme at Oldford were tabled and much discussion took place.
The Committee was not happy with the plan and the Town Clerk is to come to the next meeting with an alternative proposal so that the Committee can be more positive when they go back to the applicant.

5. Wind Farm update
An update was given on the wind farms, a meeting is being held in London with Cllr J Meredith attending alongside the Town Clerk. The meeting is with Wayne David MP (under secretary for Wales with responsibility for transport) and representatives from Montgomery, Newtown.
6. Motte and Bailey
The Motte and Bailey project has moved another step forward with funding now confirmed. The land ownership will be dealt with by the Town Council, the works completed by Powys County Council (in consultation with the Town Council) with the Town Council taking over the whole project on completion. The timescales for the grant aid gained for the scheme require the scheme to be completed by 2013. The design stage would take place during 2010 with works carried out during 2011 and 2012.
7. Cobbles in passage off High Street
The cobbles are due to be replaced soon in the passageway.
However, the cobbles outside 10 High Street are still an issue and the Town Clerk will chase to see what is happening.
8. The Old Bakery Union Street
There appears to be a stalling again here and the Town Clerk will do all he can to get the process moving forward. The particular problem appears to be the lack of response from the Environment Agency.
9. Disabled access to bus stops
A letter was discussed which was from Powys County Council about the improvements to some bus stops to help disabled access. In particular the bus stops at the High Street and Oldford were identified.
