EVENTS COMMITTEE
MINUTES
Of a meeting held on Wednesday 15th June 2011 at 6pm
in the Council Chamber Town Hall Welshpool
Committee
Cllr E Bleivas, Cllr H Evans, Cllr P Humphreys, Cllr J Meredith and Cllr T Squibb.
Remit
All matters relating events as approved by the Full Council.
Authority
To deal with the above following a recommendation approved by Full Council. The Committees authority is limited to making recommendations to the Full Council and following Councils approval to implement such decisions.
Present were
Cllr Dr J Morgan (Chair), Cllr A Crowe, Cllr E Bleivas, Cllr H Evans, Cllr P Humphreys and Cllr J Meredith.
In attendance: Robert Robinson Town Clerk.
There were apologies for absence from Cllr T Squibb.
The minutes of the last meeting were accepted as a correct record.
The Committee wished both Cllr Dr J Morgan and Cllr A Crowe to be members of the Committee.
Recommendation:
The Committee recommends that both Cllr Dr J Morgan and Cllr A Crowe be appointed to the Events Committee.
The Committee elected Cllr Dr J Morgan as chair for the ensuing year.
The appointment is subject to approval by the Full Council regarding Committee membership.
The Committee elected Cllr Pat Humphreys as vice chair for the ensuing year.

8. Review of events
The following events were reviewed:
Plains Car Rally
The event was very successful. It was agreed that the start by the Town Hall worked well.
Mayors Sunday
All went well, procession marshalling was not an issue.
It was agreed a letter should be sent to the Young Fire fighters congratulating the youngster who carried the flag for them on this Sunday. The Mayor is to sign the letter.
The Committee wished to see the following changes for Mayors parades:
Marshals should be non councillors.
A procedure for the event to be attached to these minutes.
Reserve a row of seats for visiting dignitaries.
Graham Moore to be asked to be parade marshal for an
Honorarium.
Carnival
The carnival went well with a very large procession. Marshalling was not an issue.
The next years carnival will see a change as many of the Committee are step down. The Mayor should lead the carnival procession each year.
Air Show
A very wet day with very poor weather. The Red Arrows appeared but with a limited appearance. No other aircraft took to the air at Welshpool or any other display that day. A loss of some £350 is to be expected.
A tremendous thank was offered to all those involved in very difficult circumstances. The Town Clerk congratulated all who took part and in particular Cllr Dr J Morgan.
9. Music Festival
The Music Festival is due to take place at Maes y Dre on 25th September as per the Council decision.
10. Round Britain Cycle Race
An outline of the proposed events was given and it was suggested that it should form a cycling month. Cllr A Crowe is prepared to lead with the Town Clerk this event.
14th September
An outline was given. The race starts from Powis Castle and will continue through the Town Centre before leaving for Leighton and onward to South Wales.
21st August
The amateur event will be held at Maes y Dre with the start of the race there. A carnival type day is proposed to support the event.
11th September
The Rotary Club ‘race the train’ event can be included as part of the overall Cycle Month.
Other events
For the month shops would be encouraged to have a cycle theme for shop windows etc.
The Police could be asked to do a cycle proficiency type day.
The Welshpool and Newtown Cycle Club could be asked to host an event.
The Council needs to consider how much it can afford to support these events as they are extra to the budget set.
The Committee considered options and although support via sponsorship and other sources can be gained a net maximum budget should be set.
Recommendation
The Committee recommends that a budget of a maximum of £1,500 in total be set for all events in the cycle week.
11. Be a Tourist Week
The outline of the event was given to the Committee which showed the events and what help is needed.
All is in place, advertising starts in earnest.
12. Queens Jubilee Event – 2nd to 5th June 2011
Following the last meeting where an outline was agreed the Town Clerk has written to the Community Councils at Castle Caereinion and Llanfair Caereinion as well as the WLLR. Until responses are received no further plan can be progressed. Once responses have been received a meeting of all interested parties for that extended weekend can be held to take the ideas forward.
13. Councillors Summer Event
The Councillors decided at their last meeting to hold the event at the Raven with a quiz etc. The Raven is quite expensive and it was suggested that perhaps the Corn Exchange with a bar would be cheaper with the food provided by nibbles.
The Councillors would prefer to go to the Westwood, Green Dragon Buttington or failing that the Corn Exchange (in that order).
14. Model Show at Airport 9-10th July
The Town Clerk gave an update on arrangements, all was in place with risk assessments completed and layouts finalised. The meetings between the committee and the Town Clerk have been held jointly with the air show meetings.
The event runs over two days and will open at 10am through to 4pm.
