Remit
All matters relating to planning, development, highways, planning applications, notices, regeneration, Motte and Bailey and the Town Centre.
Authority
To deal with the above without further reference to the Full Council except where the scheme is of a larger or sensitive nature.

The minutes were accepted as a correct record.
3. General Planning Matters
Planning Decisions
The Chair read out the planning decisions received from PCC.
4. Planning applications
The following planning applications were considered:
P2011 0349 Croft Road & Red Bank Welshpool
Development of 19 dwelling together with conversion of Croft House into 2 units, access roads, parking, open space and slow worm field.
Although the Committee accepts the site is within the Town Boundary the Committee OBJECTS to this application for the following reasons:
1. The road access (Croft Road) is inadequate to service this level of development. A full assessment of what development could be reasonably sustained needs to be completed.
2. The use of Croft Road with in excess of 40 extra resident cars creates a safety issue to the residents of that road.
3. The site is overdeveloped bearing in mind the access available to the site.
4. The open space will need a proper management scheme to ensure it is maintained following any development.
5. The loss of wildlife due to the removal of trees/hedges is a loss.
6. The land to the rear of 45/47 Croft Road falls away and will need to be suitably retained.
7. The location plan does not show clearly the current boundaries and landscape.

P2011 0245 Lime Cottage Cobden Street
The conversion of a garage to create a single dwelling.
The Committee SUPPORTS this application.
5. Local Development Plan
A Discussion took place on the Town Centre and Economic Topic Paper issued as part of the LDP process by Powys County Council for comment by 10th June.
The Committee considered the contents presented and agreed to take the following actions:
Business Meeting
To be held on Monday 16th May at 7pm in the Town Hall
Business Drop In Day
To be held on Tuesday 17th May from 2pm to 8pm in the Corn Exchange.

Consultation and final report
Final report and consultation results to be available for the Planning Committee meeting to be held on 25th May with Full Council discussing the results at the meeting immediately following.
