Planning and Development Committee
held on Wednesday 27th January 2010 at
6.15pmin the Assembly Room of the Town Hall
Committee membership:
Cllr J Meredith (Chair), Cllr S Kaye (Vice Chair), Cllr E Bleivas, Cllr J Corfield, Cllr A Crowe, Cllr H Evans, Cllr P Humphreys, Cllr Dr J Morgan, Cllr S Squibb and Cllr T Squibb.

1. Apologies for absence.
Apologies were received from Cllr Dr J Morgan.
2. Minutes of the last meeting.
The minutes of the last meeting were accepted as a correct record.
3. Matters arising:
A) Charity Shops update
The charity shops issue is ongoing, however not much time has been spent recently on this subject due to the work on the Wind Farms transport and the Town Centre Plan.
B) Planning decisions
The only planning decision for this meeting is the approval of the flags at the TIC.
C) Oldford Estate land
No plans have been received to date showing the revisions required.
D) Update on Town Centre Plan - road system in particular
The Town Clerk has met with Tesco and J Ross Developments.
Subject to the Moorings demolition order and the section 106 revision works on the one way system are hoped to start on 8th February. The Town Clerk explained the implementation scheme.
Phase II drawings are being prepared. They will show shops of 5-7,000sf each with no smaller units. Small unit provision should remain with Broad Street and Town Centre roads.
4. Planning Applications:
T2010 001 Edinburgh Wollen Mill Old Station
Removal of tree and works to other trees in a conservation area.
The Committee SUPPORTS this application.
5. Local Development Plan
The last part of the approval process for the Unitary Development plan is hoped to be concluded early in March 2010. The local development plan is likely to be started in the middle of 2010.
6. Wind Farm Developments
An update was given on the wind farms: The 16 turbines proposed at Carno have now come forward with a decision being pushed for by the end of February 2010. The plan is to bring the large loads through Welshpool and the smaller loads through Guilsfield.
The Committee considered the lorry figures as issued and compared them with the whole picture of Mid Wales Wind Farms. The figures are:

The Council noted the decisions of Montgomery Council.
The Committee approved the holding of a PUBLIC POLL on the application to be held in the Corn Exchange of the Town Hall on Tuesday 9th February between 2pm and 7pm. The results of this poll will be presented to the Planning Committee on Wednesday 10th February when a decision will be made by the Committee on the application for 16 Turbines in Carno with regard to the transportation.
7. Other Matters
All other matters were held over till the next meeting when more time can be allocated.
