MINUTES
Of a meeting held on Wednesday 25th January 2012 at 6pm
in the Assembly Room Town Hall Welshpool
Committee
Cllr E Bleivas, Cllr G Cross, Cllr A Crowe, Cllr H Evans,
Cllr P Humphreys, Cllr S Kaye, Cllr J Meredith,
Cllr Dr J Morgan, Cllr S Squibb, Cllr T Squibb.
Remit
All matters relating to planning, development, highways, planning applications, notices, regeneration, Motte and Bailey and the Town Centre.
Authority
To deal with the above without further reference to the Full Council except where the scheme is of a larger or sensitive nature.
Present were:
Cllr J Meredith (Chair), Cllr E Bleivas, Cllr G Cross, Cllr A Crowe, Cllr H Evans, Cllr S Kaye, Cllr J Morgan and Owen Bass (Youth representative)
In attendance: Robert Robinson Town Clerk.
1. Apologies for absence.
Apologies for absence were received from Cllr S Squibb and Cllr T Squibb.
2. Minutes of the last meeting
The minutes of the last meeting were accepted as a correct record.
3. Town Centre developments
3a One way system
Review has met and a decision is due in the next week to ten days.
3c Church Street car park scheme
The Committee considered a request from J Ross Developments for copies
of the voting sheets. The Committee AGREED that the Town Clerk should
send copies but to retain the original votes.
The Meeting also after discussion AGREED that to ensure there is no conflict
between the Town Centre Plan the resolution being put to Full Council later
that evening that the following be added to such resolution:
‘The Town Council should seek to review the Town Plan set in 2008 as
soon as possible following the elections in May taking into account the
survey results, the current economic climate, developments since the
plan was adopted and the various government reports on the retail
industry and the regeneration of Town Centres.’
The vote on both these matters was unanimous.
5. Planning applications
P2011 1451 West Brom Building Society Severn Street
The installation of a new shop front including power assisted doors, cladding and associated works.
The Committee SUPPORTS this application.
P2011 1521 Top Lodge Trelydan
Erection of a replacement outbuilding for domestic use (garage, store etc) to replace existing.
The Committee SUPPORTS this application.
6. Motte and Bailey
The Council will be in position by their February or March Council Meeting to consider the land ownership when the full details are known.
7. Welsh Assembly Committee – Wind Farm Transport
The trip to Cardiff panned for 26th January is prepared and the presentation already issued to the panel. A report will be made on return.
The meeting considered a request from Montgomeryshire Against Pylons to host a public exhibition to display pylon lines, wind farms etc. The meeting decided not to take up the offer but to wait until the actual preferred routes have been published and then to hold such an event.
8. Planning Appeal APP/T6850/A/11/2167062/WF Green Dragon
Notice of a planning appeal has been received. It was agreed that the Town Clerk should prepare a paper supporting the applicant for the next meeting.
9. Leighton Farm Proposals
The meeting was informed that the Welsh Assembly has called in the application with the decision now being made by a Government Inspector.
10. Candidates Sites Report
This will be ready for the next meeting.
11. Planning Decisions for the future
In future all planning decisions will not be issued in paper form but available via the internet for Town and Community Councils to access.
