MINUTES

Of a meeting held on Wednesday 24th November 2010 at 6pm

in the Assembly Room Town Hall Welshpool

Committee

Cllr E Bleivas, Cllr G Cross, Cllr A Crowe, Cllr H Evans, Cllr P Humphreys, Cllr S Kaye, Cllr J Meredith, Cllr Dr J Morgan, Cllr S Squibb and Cllr T Squibb.

Remit

All matters relating to planning, development, highways, planning applications, notices, regeneration, Motte and Bailey and the Town Centre.

Authority

To deal with the above without further reference to the Full Council except where the scheme is of a larger or sensitive nature.

Present were:

Cllr H Evans, Cllr P Humphreys, Cllr S Kaye, Cllr Dr J Morgan, Cllr S Squibb and Cllr T Squibb.

1. Apologies for absence.

                    There were no apologies for absence.

2. Minutes of the last meeting.

The minutes of the last meeting were accepted as a correct record.

3. General matters:

Planning decisions

There were no planning decisions this month.

Town Centre Plan progress

The Chair and Town Clerk reported on the Town Centre progress as follows:

The new road over the Church Street Car Park commenced work on Friday 15th October 2010 with the one way system now opening on 12th January.

The Tesco store is due to open on 21st February 2011.

The information booklets have been issued.

Finger post signs and touch screen displays have been discussed and general agreement reached. A plan has

now been agreed.

The information on the scheme is updated every week and includes displays at the TIC, Powys County Council, Town Clerks Office and Market Village. The Town Council web site also carries an update on the home page.

The trees to be felled on the land opposite the Spar have been removed and the area ready for further planting.

Tesco has now confirmed a 24 hour petrol filling station service.

The coach parking is now being considered along the side of the Church Street car park until the bus station is on line.

` The lorries are to move to the Berriew Street car park later in November. Notices will be given to lorry drivers.

The street market will be able to go onto the street on Mondays from 21st February 2011.

The bus routes have now been advertised ready for  12.1.2011.

4. Planning applications:

There were no planning applications for this meeting.

5. Welshpool - Going Forward with Pride

The final plan details were confirmed and are ready for approval later

this evening.

6. Local Development Plan

The Town Clerk outlined the process and the purpose of a LDP.

At the next meting Mike Lloyd will be attending to discuss with the Council what we can do to help and what PCC would like the Council to do.

7. Phase II Town Centre

J Ross Developments will be attending the next meeting with drawings and a presentation on the next stage of Town Centre development.
