Planning and Development Committee

Minutes of a meeting held on Wednesday 12th April 2010 at 6.15pm

in the Assembly Room of the Town Hall

Committee membership:

Cllr J Meredith (Chair), Cllr S Kaye (Vice Chair), Cllr E Bleivas, Cllr J Corfield, Cllr A Crowe, Cllr H Evans, Cllr P Humphreys, Cllr Dr J Morgan, Cllr S Squibb and Cllr T Squibb.

1. Apologies for absence.

There were no apologies for absence.

2. Minutes of the last meeting.

The minutes of the last meeting were accepted as a correct record.

3. Matters arising:

Planning decisions

There were no planning decisions.

Oldford Phase IV

The draft plans re-drawn on the Oldford Estate next to the Scansis Pitch has been passed

to both the planning department and the owners.

4. Planning Applications:

P2010 0318 W H Smiths Broad Street

New facia and access arrangements.

The Committee agreed to SUPPORT this application.

5. Charity Shops

There is no further progress and none can be made until after the general election when the

Minister concerned can be identified.

6. Town Centre Planning

An update was given on the Tesco/one way system. A letter to Jeremy Patterson from

Spencer Cooper was read out. It is clear that delays are being caused and the Committee is

concerned that there is not enough will on the Planning Departments side to ‘make this

happen quickly’.

7. TIC Sculpture and Puzzle Square

A report was given on progress. A meeting with Nick Smith has confirmed that the works to

the above can be done with section 106 arts money if Tesco agree. A letter from Tesco to the

Town Clerk has confirmed this is fine. Nick Smith is taking this forward.

8. Motte and Bailey

An update was given on progress. It was agreed that the land ownership proposals should be

taken to Full Council as soon as the Town Clerk is able.

There is a lease available on both the land owned by Powis Estates and Cliffy Gill.

possessory title will need to be gained on the railway land and this is in hand.

There is a final meeting of interested parties on the requirements in two weeks.

9. The Old Bakery

Progress is now being made between the planning authority and the owners.

10. Wind Farms update

An update was given on the wind farms transportation issues.

It appears that Powys County Council has approved the Carno scheme by West Country

Energy. The situation is to be monitored.

11. LDP and Future of Welshpool Plan

The programme for the LDP now that the Unitary Plan has been adopted was outlined.

There is no action needed by the Committee at this stage.

The Committee considered the Future of Welshpool Plan set in March 2007. This plan has

been almost completed and the Committee agreed that a revision is now needed.

The Town Plan is still current and being worked on.

Recommendation

The Committee recommends that the Planning and Development Committee prepare a

consultation for residents and business with a view to putting together a plan for the Town

Council for the next 3 years.
